Embajador de Carrera Diplomática y Consular de la República de Colombia, abogado de la Universidad Externado, con magíster en Relaciones Internacionales de la Universidad Complutense y diploma del Curso de Alto Gobierno de la Universidad de Los Andes de Bogotá.

En planta interna, entre otros cargos ha sido Director de Derechos Humanos y Derecho Internacional Humanitario, representando al Ministerio en escenarios internacionales como la Corte y la Comisión Interamericana de Derechos Humanos, la Asamblea de Estados Parte de la Corte Penal Internacional y el Consejo de Derechos Humanos de las Naciones Unidas, así mismo, como Coordinador de Tratados Internacionales hizo parte del grupo negociador del TLC entre Colombia y Estados Unidos. El Embajador Jater ha sido también Coordinador para Canadá y Estados Unidos y Coordinador de Asuntos de Integración Fronteriza del Ministerio de Relaciones Exteriores.

En el servicio exterior, fue el primer jefe de misión de la Embajada de Colombia en Azerbaiyán, Ministro Plenipotenciario en Ginebra, donde estuvo a cargo de las relaciones con la Organización Internacional del Trabajo OIT y presidió la Sección de Asuntos Legales y Estándares Laborales Internacionales de esa misma organización. Igualmente, se ha desempeñado como Ministro Plenipotenciario en la Embajada de Colombia en Estocolmo, Consejero en la Embajada en Madrid, Vicecónsul en Miami y agregado cultural en la Embajada de Colombia en Washington D.C., donde presidió la Asociación de Agregados Culturales Iberoamericanos.

Ambassador of the Diplomatic and Consular Service of the Republic of Colombia, lawyer from the Externado University, with a master's degree in International Relations from the Complutense University and a diploma from the High Government Course of the Los Andes University in Bogotá.

At the Colombian MFA, among other positions, he has been Director of Human Rights and International Humanitarian Law, representing the Ministry in international arenas such as the Court and the Inter-American Commission on Human Rights, the Assembly of States Parties to the International Criminal Court and the Human Rights Council. Likewise, as Coordinator of International Treaties, he was part of the negotiating group of the FTA between Colombia and the United States. Ambassador Jater has also been Coordinator for Canada and the United States and Coordinator of Border Integration Affairs of the Ministry of Foreign Affairs.

In the foreign service, he was the first head of mission of the Colombian Embassy in Azerbaijan, Minister Plenipotentiary in Geneva, where he was in charge of relations with the International Labour Organization ILO and chaired the Legal Affairs and International Labour Standards Section of that same organization. Likewise, he has served as Plenipotentiary Minister at the Colombian Embassy in Stockholm, Counsellor at the Embassy in Madrid, Vice Consul in Miami and cultural attaché at the Colombian Embassy in Washington D.C., where he chaired the Association of Ibero-American Cultural Attachés.

Ambasador w Służbie Dyplomatycznej i Konsularnej Republiki Kolumbii, absolwent prawa Uniwersytetu Externado, magister stosunków międzynarodowych Uniwersytetu Complutense oraz High Government Course Uniwersytetu Los Andes w Bogocie.

W MSZ Kolumbii był m.in. Dyrektorem ds. Praw Człowieka i Międzynarodowego Prawa Humanitarnego, reprezentując Ministerstwo na arenach międzynarodowych, takich jak Trybunał i Międzyamerykańska Komisja Praw Człowieka, Zgromadzenie Państw-Stron Międzynarodowego Trybunału Karnego oraz Rada Praw Człowieka. Ponadto, jako koordynator traktatów międzynarodowych, był członkiem grupy negocjacyjnej umowy o wolnym handlu między Kolumbią a Stanami Zjednoczonymi. Ambasador Jater był również koordynatorem ds. Kanady i Stanów Zjednoczonych oraz koordynatorem ds. integracji transgranicznej w Ministerstwie Spraw Zagranicznych.

W służbie zagranicznej był pierwszym szefem misji Ambasady Kolumbii w Azerbejdżanie, ministrem pełnomocnym w Genewie, gdzie odpowiadał za stosunki z Międzynarodową Organizacją Pracy MOP oraz przewodniczył Sekcji Spraw Prawnych i Międzynarodowych Standardów Pracy tejże organizacji. Pełnił również funkcję ministra pełnomocnego w ambasadzie kolumbijskiej w Sztokholmie, radcy w ambasadzie w Madrycie, wicekonsula w Miami i attaché kulturalnego w ambasadzie kolumbijskiej w Waszyngtonie, gdzie przewodniczył Stowarzyszeniu Iberoamerykańskich attaché kulturalnych.
